Dr. Jules has contributed extensively to education, social policy and organizational transformation both regionally and internationally. He served as Registrar and Chief Executive Officer of the Caribbean Examinations Council (2008-2014); Vice President of Human Resources at Cable and Wireless, St. Lucia (2005-2008); Permanent Secretary for Education & Human Resource Development, St. Lucia (1997-2008); and Permanent Secretary for Education and Chief Education Officer in revolutionary, Grenada from 1981-1983.

He has also provided consultancy services to national governments and regional and international organizations in the Caribbean, Africa, Europe and North America. Dr. Jules chaired the World Bank’s Vision 2020 Committee on Education in the Caribbean and has served on many private sector, educational and philanthropic boards.

He holds a BA (hons) from the University of the West Indies Cave Hill; a MSc in Curriculum & Instruction and a PhD in Educational Policy and Curriculum & Instruction from the University of Wisconsin-Madison; as well as an MBA from the University of the West Indies Cave Hill.

Dr. Jules has authored numerous articles on educational policy, educational reform and adult education in the Caribbean and in small island states, as well as other publications on public sector reform, organizational transformation and cultural studies.

In 2016, Mrs. Street Forrest received the honour of the Order of Distinction in the Rank of Commander (CD) for her outstanding leadership in the growth of the Jamaica Stock Exchange. In that same year, she also received the Afroglobal Excellence Award for Global Impact from Canada for exhibiting great leadership, vision, integrity and commitment to excellence.

In addition to her extensive repertoire of senior management positions held at varying private and public sector organizations-both internationally and in Jamaica, Mrs. Street Forrest serves as a Justice of the Peace and Director for the Good Samaritan Inn, which is a Christian outreach aimed at uplifting the poor and marginalized.
In 2017 she was nominated for the Jamaica Observer Business Leader Award and recently received the Rotary Club of Kingston East and Port Royal Vocational Services Award.

Mrs. Street Forrest holds a B.Sc.in Management Studies from the University of the West Indies, and an M.B.A in Business Administration from Barry University in Florida.

The objective is to stimulate economic growth by increasing productivity within organizations. The CCPF is the second phase of the Compete Caribbean program, which Sylvia led between 2012 and 2017.

Prior to her assignments in the Caribbean, Sylvia worked as a researcher and private sector development consultant across Latin America. She also created, and over four years led an economic development agency in the third largest municipality in Venezuela. Sylvia has done extensive research on industrial policy and is an editor of the recently published monograph: “Exploring firm-level productivity and innovation in developing countries: The perspective of Caribbean Small States”.

Dr. Dohnert holds a Ph.D. in Economic Development and Regional Planning from the Massachusetts Institute of Technology (MIT).

Chamberlain Emmanuel is Head of the Environmental Sustainability Cluster (ESC) at the Organization of Eastern Caribbean States (OECS ) Commission, headquartered in Saint Lucia. His portfolio includes oversight of programmes and projects, spanning: Climate Change and Disaster Resilience; Biodiversity and Ecosystems; Land and Water Resources; Ocean Governance and Fisheries; Sustainable Energy; and Waste and Pollution Management.

His tenure at the OECS commenced in February 2010, after his immediate transition from service to the Government of Saint Lucia. As a Civil Engineer, Project Management Professional and Leader, with approximately 20-years of practical experience, Chamberlain has acquired and demonstrated successes in infrastructure and development projects and programmes funded by several diverse international development and funding partners.

Chamberlain holds a Degree in Civil Engineering from the University of the West Indies, St. Augustin, Trinidad; a Diploma in Development and Project Planning from the University of Bradford, in the United Kingdom; Executive Certificate in Innovation and Entrepreneurship (H.E.C. Paris); and competencies from a myriad of professional development courses and seminars in Engineering, Disaster Resilience, Procurement, Project Management and Leadership.

He is a youth empowerment and motivational speaker and also an active national and community volunteer.

    Yes, there is a specialized rate created for students to access the full conference under the regular ticketing option for USD 300 per student. Students must be registered in a fulltime programme and this will be verified with the presentation of a student I.D. Card and a status letter from the the school. Persons who register within a particular phase must pay within that phase in order to lock in the rates. In the event that payments are made outside of the applicable phase, the rate for the next phase will be applied.

Cancellation Policy
A cancellation must be in writing and sent to sdm@oecs.int with the subject line clearly stating: “Cancellation - GUEST NAME – SDM 2020”. Confirmed registrants may cancel and receive a full refund minus a USD 200 administrative fee until February 15, 2020. Fifty percent (50%) of the registration fee will be refunded for cancellations received from February 16 through June 30, 2020. Cancellations received after June 30, 2020, are nonrefundable. For cancellations due to Visa Denials, please e-mail sdm@oecs.int (evidence of the denial must be submitted for processing).
