Lisa is an experienced goal-oriented development strategist of 20+ years with excellent operational, marketing, financial, management and information systems experience spanning the private and public sectors in the Eastern Caribbean and wider CARICOM area including Jamaica, Trinidad and Tobago, the Bahamas, Barbados among others; outstanding leadership qualities with proven ability to accomplish corporate objectives through resource mobilization, creative problem-solving, implementation of corporate strategic plans and proactive decision-making; Expertise in developing and integrating operational and strategic plans, applied research, project management, training design and delivery, monitoring and evaluation, organizational development and business development in a team-oriented environment.
A quick snapshot of her impact related to Resource Mobilization follows:
• Masterminded and developed multiple resource mobilization initiatives and revenue generating activities for the Organisation of Eastern Caribbean States (OECS) Commission; including but not limited to:
o Raised USD 700,000 in 14 days under the “Private Sector Response Against COVID-19 Campaign”. Funds were used to procure PPEs, ventilators, PCR machines and digital devices for onward distribution throughout the OECS Member States (2020)
o Raised USD 131,000 via the Stronger Together Campaign towards recovery efforts of the government of Saint Vincent and the Grenadines in response to the La Soufriere Volcanic Eruptions in 2021
o USD 400,000 was mobilized through sponsorship income from the Private Sector to fund the two staging of the Sustainable Development Movement (SDM) Summit (2020 and 2021)
o Negotiated multiple Letters of Agreements, managed multiple grants and led consultancy services resulting in new revenue streams for the Commission. Examples include: event management, coordination and logistical arrangement services provided to CARISECURE, FAO, AMEXCID/SRE and the World Bank’s OECS Stakeholder Engagement Programme.
o Led negotiations with multiple service providers as part of the resource mobilization strategy resulting in cost savings to the OECS Commission. An example of this is the design of the OECS Virtual Convention Centre and the associated two-year multi-user license from vFairs. The Commission saved USD 540,000 resulting from successful negotiations.
• Masterminded and developed multiple revenue generating services for the Jamaica Business Development Corporation (JBDC); some samples are:
o Led the preparation of project proposals for local and international projects resulting in the mobilization of over $900 Million in funding (2013-2019).
o Mobilized and managed a portfolio of projects geared towards the development of the MSMEs Sector valued at over $700 Million, funded by local and international development partners such as Inter-American Development Bank’s Multilateral Investment Fund (MIF), European Union, The World Bank, Compete Caribbean, Tourism Enhancement Fund, Development Bank of Jamaica among others.
o Designed and implemented a suite of consultancy services for the Project Management and Research Department which resulted in revenue growth from $500,000 per annum to over $25 Million per annum (within 6 years).
o Increased access to financing to civil society organizations, MSMEs and public sector entities through the design and delivery of the Tapping into Donor Funds Proposal Writing Training Programme resulting in over $177 Million in grant funding being awarded to training participants.
